Use a Pyro Archer like Yoimiya or Amber to light the torches. You light these up the same way as regular Pyro Torches. Use your Peculiar Pinion to summon the 5 Illusion Torches.
Head right to where the Bird Statue is, near the group of Fluorescent Fungus. Go to the third room of the ruins, where you get the third perch in the Particularly Particular Author Quest.
